CHARTER OF THE ACADEMIC LEADERSHIP COUNCIL
Mission1. The Academic Leadership Council (ALC) promotes the integrity and excellence of all Indiana University academic programs by assuring that new and existing academic programs on all of IU’s campuses meet the university’s high standards, by anticipating and resolving academic issues that arise among campuses, and by working collaboratively with the faculty on university academic policies.
Membership
2. The Academic Leadership Council is comprised of the Executive Vice President and Chancellor, Bloomington; the Executive Vice Chancellor and Provost, Bloomington; the Executive Vice President and Chancellor, IU Indianapolis; the Executive Vice Chancellor and Provost, IU Indianapolis; the Executive Vice President for University Clinical Affairs and Dean of the School of Medicine; the Executive Associate Dean for Faculty Affairs and Professional Development; the Vice President for Regional Campuses and Online Education; and the Associate Vice President for Academic Affairs for Regional Campuses and Online Education, who together constitute the executive committee of the ALC. The membership of the ALC also includes two senior academic officers of each core campus, designated by the provost or chancellor of the respective campus; one senior academic officer of each regional campus, designated by the respective chancellors; and other senior officers with academic responsibilities, designated by the members of the executive committee.
3. A member of the executive committee serves as the chair of the ALC and executive committee on an annually rotating basis. The chair is selected by the president on the recommendation of the executive committee.
Duties
4. The ALC reports to the President of Indiana University through the executive committee. The executive committee advises the president and exercises the president’s delegated academic responsibilities for university-wide and inter-campus academic matters, including –
New or substantially revised academic programs and organizational units, and any other academic matters, that require approval by the president, IU Board of Trustees, or external regulatory body;
University-wide academic policies, administration, initiatives, and programs;
Inter-campus academic relations, including program and course remonstrance;
Other university academic matters or matters referred by the president or members of the executive committee.
5. Academic matters that affect only Bloomington, Indianapolis, or the regional campuses are ordinarily resolved by the executive vice president for the respective campus or group of campuses. Matters affecting only the core campuses (Bloomington and Indianapolis) are ordinarily resolved between the two campuses.6. The ALC operates by consensus. Where there is a division of opinion, all points of view will be considered by the executive committee in reaching decisions or making recommendations to the president.
7. In accordance with the principles of shared governance, the ALC works with the University Faculty Council and other faculty organizations in the development and implementation of faculty academic policies and on other appropriate matters.
Committees
8. The executive committee will establish a technical committee on new degrees and academic programs to advise campus curriculum committees and the ALC on the assessment, budget, and other matters required for the approval of degrees by the university or state. The reports of this committee shall be transmitted to the entire ALC.
9. The executive committee may establish ad hoc committees as needed to perform its duties more effectively. The reports of any such committee shall be transmitted to the entire ALC.
Meetings
10. The ALC meets six times during the academic year, and more frequently as needed, with due attention to deadlines for submissions to the Board of Trustees. The executive committee is responsible for scheduling meetings of the ALC. The ALC should meet in person at least once each semester; all other meetings may be held by telephone or video conference.
